The HRS4R strategy is a tool launched by the European Commission to support universities, research institutions and organizations that fund research in the application of The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, which aim to contribute to the development of a European labor market attractive for researchers.

The 'Human Resources Excellence in Research' award publicly recognises research organisations which have improved their human resource policies to align them with the principles of the Charter & Code for Researchers.
