
Introduction
On January 8th, 2018, the
University of Cantabria acquired the commitment with the European
Commission to adopt the European Charter for Researchers and the Code of
Conduct for the Recruitment of Researchers (Charter and Code). These
documents constitute the frame of reference at the European Union
for an optimal management of research talent, defining in 40 principles
the rights and obligations of researchers and the entities that hire
them.
The adoption of the Charter and Code is
regulated by the so-called "Human Resources Strategy for Researchers" (HRS4R), a process that every institution must complete to obtain the HR Excellence in Research
seal. This process includes the realization of a diagnosis of the situation on
the degree of compliance with the 40 principles of the Charter and Code
and the definition of an Action Plan to correct the detected deviations
and implement research human resources management actions in accordance
with the quality standards represented by those principles.
The UC is now immersed in the initial phase of this process to obtain the HR Excellence in Research seal, which consist in the accession to the Charter and Code and the submission of several documents, among them an Initial Action Plan. To do this, a working group has been created, chaired by the Vice Chancellor for Research and Knowledge Transfer, Javier León Serrano, and
composed of those responsible for the different services involved in the
management of human resources, research and knowledge transfer, as well
as a representation of the researcher community.
In Spain, a total of 97 institutions have already obtained the HR Excellence for Research seal, in which 24 of the entities are universities. It is available a list of the Spanish entities with the HR seal in this
