Luis Muñoz es Ingeniero de Telecomunicación y Dr. Ingeniero de Telecomunicación ambos por la Universidad Politécnica de Cataluña. Asimismo, es Licenciado en Ciencias Matemáticas, Especialidad de Estadística e Investigación Operativa, por la UNED. Actualmente, Catedrático de Ingeniería Telemática de la Universidad de Cantabria en la que ha sido el responsable del Grupo de Ingeniería Telemática durante 25 años. Su investigación se centra en técnicas avanzadas de transmisión de datos, redes inalámbricas heterogéneas, Internet de las cosas y su aplicación a las ciudades inteligentes, y métodos matemáticos aplicados a las telecomunicaciones. Ha participado en diferentes proyectos con la industria española así como del 4º, 5º, 6º, 7º y 8º Programa Marco de la Unión Europea siendo coordinador científico y técnico del proyecto SmartSantander. Ha publicado más de 150 artículos en conferencias y revistas científicas internacionales y participa activamente como miembro de comités de programa de conferencias internacionales.
