Sustainability assessment of a biowaste management strategy

Abstract: To design a suitable management strategy the Multicriteria Analysis (MCA) is widely used, given that it is a decision-making tool that allows Decision Makers (DM) to handle several conflicting alternatives that are compared in accordance with a set of criteria considering the point of view of different stakeholders within the decision-making process. A methodology based on MCA has been developed to design a selective collection and management strategy for the BW in the Spanish region of Cantabria, considering a classification of its 102 municipalities according to their Rurality. Both economic, environmental and social criteria have been applied to assess the different alternatives. These alternatives are mainly based on the combination of different operational variables, such as the types or frequencies of collection, or the different management options that can be applied to biowaste. It has been obtained as a result that the best option for the baseline scenario is a combination of average collection frequencies and types of changes, as well as the community composting facility that complements industrial composting. The methodology also proposes the changes to be made in the management system when the success rate of selective collection evolves.
